Modesto Eduardo Rosales was born in Monterrey, Nuevo Leon, Mexico. The youngest of three children, Modesto and his family moved to the United States in 1990 when he was just four years old. Modesto grew up in Tyler, Texas where he graduated from Chapel Hill High School. After graduating from high school, Modesto was awarded the Faulconer Foundation Scholarship for academic achievement. The scholarship paid for approximately 70% of his college tuition. Modesto then graduated from the University of Texas at Austin with a bachelor in economics and minor in mathematics. After graduating, Modesto was a full time tutor at Longview High School in Longview, Texas. Modesto tutored Hispanic students in English and math, and although teaching Hispanic students was very rewarding, Modesto knew from an early age that he wanted to be an attorney when he grew up so that he could defend the rights of the Hispanic community.

Modesto started law school in Lubbock, Texas at Texas Tech University School of Law. Modesto was also the recipient of the Faulconer Foundation Graduate Scholarship for academic achievement. This scholarship also paid for 70% of his law school tuition. During his second year of law school, Modesto was a member of the Hispanic Law Students Association, served as the historian of the Immigration Law Students Association, and was a staff editor on the Estate Planning & Community Property Law Journal. During his third year of law school, Modesto served as the Executive Managing Editor of the Estate Planning & Community Property Law Journal, where he over saw and managed an editing staff of more than thirty law students. Modesto was also a law clerk for Fadduol, Cluff & Hardy. It was here that Modesto realized the amount of good that can be accomplished with a law degree and the ethical practice of law. While a law clerk, Modesto was exposed to catastrophic personal injuries such as oilfield accidents, trucking accidents, electrocutions, and wrongful deaths throughout West Texas and New Mexico.

After taking the bar exam, Modesto was offered an opportunity to work in Odessa, Texas. With Odessa having such a large Hispanic community, Modesto saw this as his chance to represent the rights of the community. Modesto concentrates in personal injury law such as oilfield accidents in Odessa, trucking accidents in Odessa, and wrongful deaths in Odessa.

Modesto is licensed to practice law in Texas.
